Roei Fried
Co CEO & Founder

Roei is serving as Co-CEO, and leading the planning and operation projects in the company. In his past, Roei has served as VP of Planning and Transportation and as an operational optimization planner and economist and working in the public transportation industry since 2007. In his former roles Roei cooperated with the MOT, operators and consultants of public transport and light rail from Israel and from abroad. In addition, he specialized in planning and optimization tools, implementation of technological and managerial tools to improve the operational process and accompanied many branches and clusters from tender winning stage to the operation stage. Roei holds a bachelor’s degree in economics and management and sees in his vision the optimization of future mass transportation systems by improving work processes and developing new and original technological tools.

Daniel Itach
Co CEO & Founder

Daniel is serving as Co-CEO, and leading the technologies projects in the company. has served as CTO and work in the public transportation industry since 2010. As part of his roles, he Specialized in smart ticketing systems, and established a knowledge center that integrates information from various systems through an advanced BI database. In addition, he planned and developed tender’s technological offers according with MOT requirements, while providing creative and innovative technological solutions. Daniel implemented many technological tools and coordinate with variety of suppliers and employees. Daniel holds a bachelor’s degree in industrial engineering and management specializing in information systems, and in his vision sees proper technological use for process improvement and finding solutions to future public transportation problems.

Tamar Hayumi
Head of Strategic projects department

Tamar leads Exact’s Strategic Planning and Smart Mobility practice, with experience in leading complex projects across transportation, innovation, and the public sector. She specializes in bridging strategy, technology, and implementation, leading projects from strategic planning and concept development through the implementation of solutions and real-world pilots.
 
Tamar holds a Bachelor’s degree in Public Policy from Ben-Gurion University, a Master’s degree in Business Administration, and is a graduate of the inaugural cohort of the Local Government Cadets Program. Previously, she managed the Strategic Department at the Be’er Sheva Municipality and served as an Implementation Manager at EcoMotion.

Anna Artsev Nir
Head of Transportation projects department

Anna leads the public transportation planning division at Exact Transportation Solutions, including managing and mentoring a team of professional planners. Since 2018, she has built extensive expertise in the field, working with local authorities and government ministries on the development and planning of public transit networks — from strategic planning through on-the-ground implementation. Her areas of specialization include priority corridor planning, operational optimization of lines and fleets, and light rail service planning. Anna holds a Master’s degree in Urban Planning and is highly proficient in tools such as TransCAD, GIS, and Optibus.

Neta Amir – Frydman
Operations and Human Resources Manager

Neta is an Operations and HR Manager with over a decade of experience in human resources, including recruitment, employee wellbeing, workflow design, and supporting organizational growth. Since 2012, she has been working in the public transportation industry—initially in HR roles, and later in supervision, control, and transit planning. Over the years, Neta has developed expertise in building operational plans, network planning, designing and operating public transit lines, operational optimization, developing operations for electric buses and light rails, and leading tender processes. She holds a Bachelor’s degree in Business Administration, specializing in Human Resources and Organizational Development.

Mai Rosenberg

May is an urban planner and project manager with experience leading strategic projects in the fields of transportation, urban planning, and public participation. As part of her role, she manages projects in public transportation, infrastructure planning, planning programmes, and strategic planning, working closely with government ministries, local authorities, and government-owned companies.
May holds a Master’s degree in Urban and Regional Planning (Research Track) from the Technion – Israel Institute of Technology, and a Bachelor’s degree, with distinction, in Psychology and East Asian Studies from Tel Aviv University. She combines planning expertise with systems thinking and extensive experience in leading complex, multi-stakeholder processes.

Sienna Hofman

Siena has extensive experience in managing technology projects and leading BI processes in complex organizations. She specializes in business requirements analysis, cross-organizational project management, and bridging between business and technology stakeholders.

Her experience includes leading regulatory projects, implementing core systems, developing data-driven solutions, and establishing work methodologies that support informed decision-making and improve organizational processes. Siena has been working in the public transportation sector since 2012 and holds a certificate in Information Systems Analysis from the Technion – Israel Institute of Technology.

Naomi Cohen -Zagagi

Naomi is an experienced project planner specializing in urban planning, transportation planning, public transportation, and complex project management. She leads consulting and planning projects in fare collection systems, passenger information and signage, traffic signal priority, and public transportation networks, from planning and procurement through implementation.

Since 2011, Naomi has worked with the Ministry of Transport, NTA Metropolitan Mass Transit System, National Transport Infrastructure Company (Netivei Israel), and local authorities. She holds a Bachelor’s degree in Geography and a Master’s degree in Urban and Regional Planning.

Noah Di Neris
Transportation projects planning

Noa specializes in public transport network planning, bus route assessment, and the evaluation of traffic conditions and traffic and parking arrangements. She has experience in planning existing and future networks, evaluating network planning alternatives, and assessing the need for dedicated bus lanes, using GIS tools and transport modeling software.
 
Noa holds a Master’s degree in Urban Planning and a Bachelor’s degree in Geography with a specialization in Geoinformatics, both from the Hebrew University of Jerusalem. Her experience also includes public transport planning in the Jerusalem metropolitan area and research in environmental and spatial data.

Dan Rader

Dan is a Senior Transportation Planning Consultant with over 20 years of experience in public transportation planning, big data analysis, and GIS applications. Throughout his career, he has led strategic projects for the Ministry of Transport, local authorities, and leading planning organisations, specialising in public transport network planning, demand-responsive transport services, and transportation policy development. Dan holds a Master’s degree in Urban and Regional Planning from the Technion – Israel Institute of Technology and a Bachelor’s degree from Tel Aviv University. In addition to his professional work, he lectures in the field of transportation planning, publishes professional articles, and regularly speaks at conferences in Israel.

Elena Zemkov

She leads cross-functional initiatives involving stakeholder coordination, process improvement, and the integration of solutions in collaboration with public and private sector organisations. Elena brings a practical, detail-oriented approach, combined with systems thinking and the ability to drive meaningful change while maintaining operational stability.
Elena holds a Master’s degree in Property Valuation Engineering and Real Estate Management, with distinction. She is a registered engineer in the Israeli Engineers and Architects Register in the field of Industrial and Management Engineering.

Yodfat Ban Shalom

Yodfat Ben Shalom specialises in data analysis, statistical modelling, and policy research, with experience in the fields of transportation, urban planning, and social policy. As part of her role, she integrates and analyses diverse data sources, develops predictive models, conducts spatial analyses, and translates insights into evidence-based recommendations to support decision-making and policy development.
Yodfat holds a Master’s degree in Geography and Urban and Regional Planning and a Bachelor’s degree in Earth Sciences and Geography, both with distinction, from the Hebrew University of Jerusalem.

Inbar Lebel

Ohad specializes in managing and leading complex projects in the fields of transportation, strategic planning, and innovation. He brings a strategic mindset, systems thinking, and extensive experience in delivering high-impact initiatives.

Throughout his career, Ohad has held a variety of senior positions in the public sector, including advisor to the Minister of Interior on Planning and Local Government, advisor to the Director General of the Ministry of Environmental Protection, Chief of Staff, Head of the Planning Department in a local authority, and Project Manager at Michael Bloomberg’s philanthropic foundation.

Ohad holds a Bachelor’s degree in Landscape Architecture and a Master’s degree in Urban Planning from the Technion – Israel Institute of Technology.

 

Moshe Cohen

Moshe is a transportation engineer and urban planner with over a decade of experience in transportation planning, consulting for local authorities, and working with multidisciplinary planning teams. His experience includes comprehensive transportation planning for urban projects, preparing transportation impact assessments and professional opinions, evaluating the feasibility of transportation solutions, and planning public transportation service changes.
 
Moshe holds a Master’s degree in Urban Planning and Geography from the Hebrew University of Jerusalem and a Bachelor’s degree in Transportation Engineering from the Technion – Israel Institute of Technology. He also has extensive experience in traffic operations and control systems, as well as expertise in transportation modeling, microsimulation, and GIS.

 

Yarom Cohen

Yarom specializes in project management, strategy, and process development, with experience leading complex initiatives across the public and private sectors. He leads projects in the fields of smart transportation, innovation, and research, combining strategic thinking, analytical capabilities, and effective management of multi-stakeholder environments. Yarom holds a Bachelor’s degree in Economics and Business Administration with honors from Ariel University, and a Master’s degree in Public Administration and Policy from the University of Haifa. He also holds a professional certificate in Real Estate Appraisal and is currently completing a Bachelor’s degree in Industrial Engineering and Management at Shenkar College.

 

Nili Maor Sapir
Public Transport Project Manager

Nili is a landscape architect and infrastructure project manager with experience in planning and managing projects in public transportation, public space, open spaces, and master and statutory plans. Her work involves advancing and managing complex projects from strategic planning through detailed design and implementation, while coordinating between planning teams, local authorities, government ministries, and infrastructure organizations.
 
Nili holds a Master’s degree in Urban Engineering from the Technion – Israel Institute of Technology and a Bachelor’s degree in Landscape Architecture from the Technion. Her experience includes managing planning teams, advancing statutory processes, integrating urban and transportation projects, and working in multidisciplinary environments with a wide range of stakeholders.

 

Uriya Kadar

Shira Semo
Public Transport Data Analyst

Shira is an urban planner with a research-based Master’s degree in Urban and Regional Planning and experience in independent research, data analysis, and the use of advanced technologies for spatial and behavioral analysis. Her work includes researching and analyzing spatial processes, developing research visualizations and maps, and working with complex datasets, using GIS and advanced technological tools.
 
Shira holds a Bachelor’s degree in Geography, Sociology and Anthropology and a research-based Master’s degree in Urban and Regional Planning from the Hebrew University of Jerusalem. She also has experience in urban planning within local government and training in User Experience and User Interface (UX/UI) design.
